A BÚZA ÉS KUKORICA FEDEZETI TERMÉSÁTLAGÁNAK ALAKULÁSA MAGYARORSZÁGON AgEcon
Hollosy, Zsolt.
A termésát-lagok jelentősen ingadoznak. A termelés meghatározó régiói: Észak- és Dél-Alföld, Dél-Dunántúl. A fedezeti termésátlag évről évre növekedett. A vizsgált időszakban a búzát a fő régiókban támogatások nélkül is sikerült – jellemzően a 26 AK-nál jobb minőségű földeken – nyereségesen termelni. A búzatermelés egé-szére igaz, hogy a vizsgált területek mindegyikén eredménnyel termelhető, a mel-léktermék költségcsökkentő, valamint a támogatások jövedelemnövelő...

A Conflict of Legitimate Concerns or Pandering to Vested Interests? Conflicting Attitudes Towards the Regulation of Trade in Genetically Modified Goods - The EU and the US AgEcon
Perdikis, Nicholas.
The success of multilateral negotiations in reducing explicit trade barriers has focused the attention of policy makers and other interest groups on the impact domestic policies and attitudes may have on trade flows. In the area of genetically modified goods the principal area of dispute between the U.S. and the EU involves fundamental differences in the perception of these goods and consumer attitudes towards them. The current dispute settlement mechanisms do not provide a way of dealing with this type of issue. Existing bodies were designed to deal with "producer vested" interests and so cannot deal with "legitimate" consumer concerns. The paper concludes that a new body should be established to deal with these within the ambit of the WTO.

A Free Trade between Ukraine and the European Union: Challenges and Opportunities for Agricultural Markets AgEcon
Nekhay, Olexandr; Gay, Stephan Hubertus; Fellmann, Thomas.
The negotiations on a deep and comprehensive free trade agreement (FTA) between Ukraine and the EU are currently in process. Such a FTA can be expected to imply opportunities as well as challenges for agricultural markets. This paper provides a model-based quantitative assessment of the potential impacts of a FTA on agricultural commodity markets in the EU and Ukraine. For the quantitative analysis the dynamic, partial equilibrium model AGLINK-COSIMO has been adapted and applied. The modules for the EU and Ukraine have been extracted from the global model and prepared to run together. Thus, the focus is on the bilateral trade positions and not on the effect on other countries. The simulation of a FTA between the EU and Ukraine was done through the...

A MEZŐGAZDASÁGI JÖVEDELMEK STABILITÁSA AgEcon
Lamfalusi, Ibolya.

A Risk Assessment Model on Pine Wood Nematode in the EU AgEcon
Soliman, T.; Hengeveld, G.M.; Robinet, C.; Mourits, Monique; van der Werf, Wopke; Oude Lansink, Alfons G.J.M..
Pine wood nematode, B. xylophilus poses a serious threat for the European forest industry. This study applies a quantitative risk assessment to analyze the risk of pine wood nematode in the EU, by estimating the reduction expected within forestry stock available for wood supply and its downstream roundwood market. Spatial analysis is used to join information on climate suitability, host distribution, pest spread and value of assets. Economic impacts are presented spatially on a NUTS-2 scale based on partial budgeting technique and for the EU as a whole based on partial equilibrium modeling. Results highlight the Southern regions of Europe as high risk areas with a total impact on available forestry stock of 19,000 M € after 20 years of an outbreak and no...

A small nation’s comparative advantage: The case of Latvia AgEcon
Fedotovs, Aleksandrs.
Problem of comparative advantage in international trade is important in theoretical and practical aspect. Theoretical models in this area are periodically re-examined in search for empirical evidence. The aim of the paper is to verify the two fundamental theories in the case of a small European country - Latvia - and disclose problems in the country’s trade specialization. In Latvia’s trade with “old” EU countries, the Ricardian model and the Heckscher-Ohlin theorem can be corroborated. After 2000, however, share of EU-15 countries in Latvia’s exports steadily declines. Instead, share of regional (Baltic) market increases, while the potential of CIS markets remains underexploited. Problem of identifying new areas of comparative advantage has become...

Agricultural Risk Management in the European Union and in the USA AgEcon
Szekely, Csaba; Palinkas, Peter.
Risk management has become increasingly important in virtually all aspects of the economy, including agriculture. Every country that considers agriculture a strategically important economic sector strives for effective risk management in agriculture. In our study American and European Union farmers’ risk management practices were, based on various surveys, compared. In terms of agricultural risk management, major differences between the USA and the EU were evident, and these derive from different farming cultures, differences in historical evolution, and economic philosophy. This study provides an overview regarding the important similarities and dissimilarities.

Agricultural trade liberalisation in the Doha Round: impacts on Spain AgEcon
Philippidis, George.
Whilst there is a growing literature of computable general equilibrium (CGE) studies examining the impacts of the current Doha Proposals, estimates for the EU are highly aggregated (i.e., EU15). Employing a detailed baseline scenario and a plausible Doha outcome, we examine the long run costs for the European Union, in particular focusing on Spain. Moreover, we implement recent CAP reforms through explicitly modelling of CAP mechanisms to provide greater credibility in assessing the long run asymmetric budgetary and welfare impacts on EU member states. Our estimates forecast resource substitution effects between Spanish agro-food sectors and resource shifts from agro-food activities into manufacturing and services production. In Spain, the impacts of...

Agriculture and European Union Enlargement AgEcon
Josling, Timothy E.; Kelch, David R.; Liapis, Peter S.; Tangermann, Stefan.
Potential accession of a number of eastern and central European countries into the European Union (EU) seems destined to lead to further reforms of the Common Agricultural Policy (CAP). The financial costs of absorbing these countries may be extreme. This report documents the modeling framework (European Simulation Model, ESIM) used to analyze the 1992 CAP reform and discusses possible effects of EU enlargement.

ALBERTA AND THE EU-27: PAST TRADE RELATIONS AND FUTURE OPPORTUNITIES AgEcon
Emter, Nicholas A.; Mirus, Rolf.
Canada and the EU-27 are negotiating a comprehensive economic partnership agreement against the backdrop of the stalled multilateral negotiations under the auspices of the World Trade Organization (WTO). The new agreement is expected to stimulate trade, investment, and technology transfer between the two partners. This report provides a review of the last 15 years of Alberta’s experience in exporting goods to the EU-27, with the goal of gaining insights into how freer trade could affect future exports to the region. First, we summarize the state of bilateral economic relations between the prospective partners, relying in part on a study jointly sponsored by the EU and the Government of Canada. The second part focuses on the exports to the EU from Alberta...

Analyzing of Special Hungarian Micro-Regions from the Point of View of a New Rural Category AgEcon
Ritter, Krisztian.
There is no universally accepted definition of the category of "rural area" in Hungary and this issue is the subject of controversy. The EU or OECD standards cannot be fully applied due to unique national characteristics. As a) the role of agriculture in the national economy has drastically decreased in the last 15 years in Hungary - due to the political transition and globalisation, and as b) this decreasing importance causes heavy and pressing problems, especially in agricultural and ex-agricultural areas and regions, job loss is a characteristic sign of the underprivileged areas, and that affects mainly the villages and rural people who have lost their jobs in the agricultural sector. Main goal of the author's Ph.D. research is an analysis of the...

Are Food Price Differences in EU Member States a Result of the Penn Effect? AgEcon
Fousekis, Panos.
Panel data from 14 EU member states and non parametric techniques are used in this paper to investigate the relationship between food prices and real per capita incomes. The empirical results suggest that the Penn Effect largely holds for Total Food prices but not for the prices of certain among the seven disaggregate food commodities considered. In particular, for Cereals, for Fats and Oils, and for Other food products poorer countries are likely to face prices no lower than those prevailing in richer ones

Assessing the Impact of ACP/EU Economic Partnership Agreement on West African Countries AgEcon
Busse, Matthias; Grossmann, Harald.
The European Union is currently negotiating free trade agreements, called Economic Partnership Agreements (EPAs), with African countries as part of the Cotonou Agreement between the European Union and African, Caribbean and Pacific countries. The paper empirically assesses the impact of the EPAs on trade flows and government revenue for 14 West African countries. The results indicate that the decline in import duties due to the preferential tariff elimination might be of some cause for concern and that complementary fiscal and economic policies have to be implemented before or at the time the EPAs come into force.

AZ ÁTALAKULÓ MAGYARORSZÁGI TEJGAZDASÁG AgEcon
Konig, Gabor.
Az EU csatlakozással a tejágazatban bár bővült a belföldi piac – nőtt a forgalom és a fogyasztás, amit a növekvő olcsó import fedezett –, a felvásárlás és az értékesítés (bel- és külpiacra egyaránt) csökkent, illetve stagnált. Az import erősödése a hazai cégek belpiaci részesedését mintegy 80%-ra csökkentette, miközben a vállalati koncentráció még intenzívebbé vált a magyar tejágazatban, s a nagyvállalatok tovább erősítették pozíciójukat, míg a kicsik tovább gyengültek. 2005-ben a Parmalat – állami segítséggel – termelői tulajdonba került, ami a vertikális integráció erősödéséhez vezetett. A külföldi tulajdon meghatározó helyzetbe került a tejiparban – 2004-ben 87% volt a részesedése, ami a második legnagyobb az élelmiszeripari alágazatok között –, célja...

Az éghajlatváltozás növekvő szerepe a közösségi szakpolitikákban, különös tekintettel a közös agrárpolitikára AgEcon
Baksa, Adrienn.
A fenntartható termelést elősegítik a 2007–2013-as EU-s vidékfejlesztési intézkedések, melyek nagy része a mitigációt is ösztönzi.

Brazsil, David; Sidlovits, Diana.
A magyar szőlő-bor ágazat fejlődését alapvetően befolyásolja a Közösségi Borpiaci Reform kapcsán megváltozó új jogi szabályozás, mely három új, egységes borkategóriát vezet be az Európai Unióban. A Balatoni Borrégió termelési szerkezetéből megállapítható, hogy borainak 99%-a földrajzi árujelzőkkel kerül forgalomba. Ezen árujelzők jövőbeli használatához termékleírás elkészítése kötelező. A termékleírás elkészítése felveti a jelenleg használt földrajzi árujelzők régiós elvek szerinti újragondolását. A „Balatoni” kategóriát oltalom alatt álló földrajzi jelzős termékkategóriává alakítva biztosítható lenne a – termelők nagy részének nagyfokú önállósága melletti – régiós borkategória. This paper tries to identify under which conditions voluntary certification could be an answer to the governance of sustainability at global level. The study addresses the case of biofuel sustainability certification in Brazil and the role of the EU Directive on biofuels. The case study has permitted to identify and analyze some of these factors as the degree of dependence from foreign market, the policy environment, the structure of the supply chain, the benefits and costs associated to certification as well as some unintended consequences. The research has been conducted through a case study in the state of Sao Paolo (Brazil).

Changes in the Hungarian dairy industry after EU accession AgEcon
Konig, Gabor; Major, Anita.
Since EU accession the Hungarian dairy industry’s domestic market has generally expanded as turnover and consumption have both grown, but this has been increasingly due to cheap imports, while the purchase and sale of domestic products has been decreasing or stagnating (both in the domestic and foreign markets). The growth in imports has cut Hungarian corporations domestic market share to 80%. In Hungary corporate concentration has become even more pronounced with large corporations further strengthening their position and smaller ones further shrinking. Moreover, foreign ownership prevails and has the primary aim of meeting domestic demand. Changes in ownership contribute to the strengthening of vertical integration. Still, in the EU corporate...
